The Covenant reporting and monitoring framework has been developed in consultation with practitioners from local and regional authorities, climate and energy experts and with the methodological support of the European Commission’s Joint Research Centre (JRC).
Over the course of 2019, the Covenant framework was aligned with the recommendations of the Global Covenant of Mayors for Climate and Energy (GCoM) Common Reporting Framework. More info about the GCoM DATA4CITIES initiative can be found here.
How to develop a Sustainable Energy and Climate Action Plan (SECAP)
The guidebook, developed by the JRC, offers signatories a set of methodological principles, procedures and best practices to develop their action plans.

How to use MyCovenant
Covenant signatories using the Covenant of Mayors reporting platform – MyCovenant report and monitor the data (Covenant data) of their Sustainable Energy and Climate Action Plan – SECAP (further referred to as action plan).
The reporting guidelines provide step-by-step guidelines to signatories on how to report information in the various sections of the Covenant reporting platform - MyCovenant.

The SECAP template is a simplified excel version of the reporting and monitoring framework. It can be used by signatories as a working document during the preparation of their action plans.

Your data
By default, all Covenant Data are considered “open data”. It means that Covenant Data should be open (published and made available for re-use for both commercial and non- commercial purposes), timely, comprehensive, accessible and usable, comparable and interoperable. It should contribute to improving governance, citizen engagement, inclusive development and innovation. Signatories reporting through MyCovenant make data publicly available free of charge through the EU Covenant of Mayors website, as well as on the European Union Open Data Portal (https://data.europa.eu/euodp/en/home) or the website of the European Commission (e.g. https://ec.europa.eu/jrc/en).
Key data from signatories under the GCoM will now be consolidated and made public through the Global Covenant of Mayors for Climate & Energy website and shared with the UN’s NAZCA platform.
